Action Activities for the 2nd Year of Implementation of Equality in Health Project
Period: 1st December 2005 – 30th of November 2006
Following the implementation of the activities realized during the 1st year of the implementation phase of Equality in Health project, the activities described below are scheduled to be realized during the 2nd year of the implementation of the project. More detailed the following activities are foreseen:
ACTIVITY 3: ORGANIZATION OF MEETINGS OF THE OBSERVATORIES OF DISCRIMINATIONS
Duration: 1st December 2005 – 30th of November 2006
Partners involved: UEHR, IOM Greece, IOM Finland, and IOM Italy
This activity has already started to be implemented in the 1st year of the implementation of Equality in Health Project.

ACTIVITY 8: IMPLEMENTATION OF INSTITUTIONAL RESEARCH
(Component 2)
Duration: 1st December 2005 – 28th of February 2006
Partners involved: UEHR, MSUA, IOM Finland, and IOM Italy
This activity has already started to be implemented in the 1st year of the implementation of Equality in Health Project. It is expected that at least 50% of the questionnaires will be collected by the end of the 1st year of the implementation of the project (30th of November 2005). The Transnational Coordinator (UEHR) is the partner in charge. Across all participating countries the partners are applying the same methodological framework. An evaluation of this component is also foreseen; hence a small pilot research has already been carried out. The respondents of the questionnaires of component 2 are filling the questionnaires in with the assistance of experienced interviewers in the field of social research. The size of the sample is different in each country and depends on the number of the institutions selected by the National Observatories of Discrimination in Greece, Italy in Finland during the implementation of the meetings planned in activity 3.
ACTIVITY 9: IMPLEMENTATION OF THE RESEARCH ON THE DISCRIMINATORY ATTITUDES OF MEDICAL PERSONNEL
(Component 3)
Duration: 1st December 2005 – 28th of February 2006

This activity has already started to be implemented in the 1st year of the implementation of Equality in Health Project. It is expected that at least 50% of the questionnaires will be collected by the end of the 1st year of the implementation of the project (30th of November 2005). UEHR is the main partner responsible for the implementation of the third component. The methodological approach is common for all the participating countries and has already been evaluated through a small pilot research after the formulation of the national questionnaires. All questionnaires are filled in by appointed experienced interviewers in the field of social research. The sampling guidelines are different for each country regarding the size of the sample. It is suggested the implementation of the methodological approach in a wider sampling population (respondents) concerning the metropolitan region of Athens in order to achieve a more reliable test of the tool. Although the coverage of the sampled population groups in the cities of Rome and Helsinki is to be effected with a smaller number of respondents ensuring at the same time the accomplishment of comparative analysis between the three metropolitan regions of Athens, Rome and Helsinki in the face of the short duration of this activity and the small budget awarded to each component.
ACTIVITY 10: IMPLEMENTATION OF PATIENT’S RESEARCH
(Component 4)
Duration: 1st December 2005 – 28th of February 2006

This activity has already started to be implemented in the 1st year of the implementation
of Equality in Health Project. It is expected that at least 50% of the questionnaires will be collected
by the end of the 1st year of the implementation of the project (30th of November 2005).
MSUA is the main partner in charge for the implementation of the fourth component. The methodological approach
is common for all participating countries and has already been evaluated through a small pilot research just after
the formulation of the national questionnaires. All questionnaires are filled in by experienced interviewers in the
field of medical research. The sampling guidelines are different for each country regarding the size of the sample. It
is suggested the implementation of the methodological approach in a wider sampling population (respondents) concerning the
metropolitan region of Athens in order to achieve a more reliable test of the MAT. Although the coverage of the sampled
population groups in the cities of Rome and Helsinki is to be effected with a smaller number of respondents ensuring at the
same time the accomplishment of comparative analysis between the three metropolitan regions of Athens, Rome and Helsinki in
the face of the short duration of this activity and the small budget awarded to each component.
| Just after the completion of the researches for the three components a project meeting will be organized
in Rome by the local IOM mission in March 2006.
In this meeting the project partners are will discuss and decide about the necessary guidelines of the statistical analysis in order to achieve reliable and comparable results in national and transnational level. This meeting will also provide the essential space for the discussion of any methodological problems that partners had faced during the realization of the researches. In this meeting also, the partners will decide the common structure of the national reports for each component. |
ACTIVITY 11: ANALYSIS OF THE RESEARCH DATA
Duration: 1st of March 2006-30th of May 2006
Partners involved: UEHR, MSUA, IOM Finland, and IOM Italy
After the implementation of the three research components and the outcomes of the project meeting in Rome the two scientific partners in charge (UEHR and MSUA) will proceed to the formulation of the guidelines for the statistical analysis of all cross-country data and, more specifically, for the data of the comparative analysis. According to these guidelines, researchers in each participant country will analyze the selected research data and will formulate the results for both levels, national and transnational. All partners will use the statistical software package SPSS for Windows for the analysis of the data.
ACTIVITY 12: WRITE UP OF NATIONAL REPORTS
Duration: 1st of June 2006-30th of August 2006
Partners involved: UEHR, MSUA, IOM Finland, IOM Greece and IOM Italy
By the end of the statistical analysis of the research data, the national
coordinators with the collaboration of their scientific advisors will write up a national
report in which all the findings among the three different research components of the Monitoring and
Assessment Tool will be presented in details. These national reports will subsequently receive comments from
the National Observatories of Discriminations and then these comments will be forwarded to the two scientific responsible
partners (UEHR and MSUA) for further analysis and integration to the final deliverable.
| After the completion of the writing of the national reports, IOM Helsinki will organize a meeting on September 2006 for the presentation of the national reports in Greece, Italy and Finland and the discussion on the methodological problems that were highlighted during the data analysis of the research components. At this meeting all participants will be free to make their remarks and comments about the implementation of the research and its outcomes. |
ACTIVITY 13: WRITE UP OF THE COMPARATIVE FINAL REPORT
Duration: 1st of August 2006-30th of November 2006
Partners involved: UEHR, MSUA
According to the remarks and comments made during the Finland meeting and the national reports, UEHR and MSUA will write up the comparative analysis of these three national reports containing all findings among them. In this report, UEHR and MSUA will proceed to the evaluation of the entire methodological approach. A number of external experts from different organizations involved in the research and the provision of health care will also participate in this activity.
ACTIVITY 14: ORGANIZATION OF CONCLUDING INTERNATIONAL CONFERENCE
Duration: 1st of September 2006-30th of November 2006
Partners involved: UEHR, IOM Athens
Before the end of the project and more specifically in the beginning of November 2006, UEHR and IOM Athens will jointly organize an international conference aiming at the dissemination of the results of the whole project. All the partners, experts from other organizations and representatives of the European Commission will be invited to participate in this conference.
ACTIVITY 15: EVALUATION OF THE PROJECT
Duration: 1st December 2005-30th of November 2006

For the evaluation of the project the application of two different types of evaluation is put forward: on-going and ex-post. For this activity, UEHR will occupy an external evaluator whose activities will last throughout the project. The evaluator must have experience in the field of evaluation of research projects. For the evaluation of the project all partners will have the responsibility to transfer and share the necessary information and all documents to the evaluator. UEHR and the external evaluator will be involved in this activity. The evaluation applies for the whole duration of the project.
ACTIVITY 16: AUDITING OF THE PROJECT
Duration: 1st December 2005-30th of November 2006
Partners involved: UEHR
An external auditor is foreseen in the project. He/she will be subcontracted and his/her activities will last throughout the project. For the auditing of the project all partners will have the responsibility to transfer and share the necessary information and all documents to the auditor. UEHR and the external auditor will be involved in this activity.
ACTIVITY 17: REPORTING OF THE PROJECT
Duration: 1st December 2005-30th of November 2006
Partners involved: UEHR, MSUA, IOM Finland, IOM Greece, IOM Rome
Apart from the participation in the writing of the national and comparative reports, all partners should produce the necessary periodical reports towards the monitoring of the project. This reporting activity will be collated together by UEHR, which will be responsible to write and submit the reports on behalf of the whole project. All partners will be involved in this activity throughout the project.
ACTIVITY 18: COORDINATION OF THE PROJECT

ACTIVITY 19: DISSEMINATION OF THE RESULTS OF THE PROJECT
Duration: 1st December 2005-30th of November 2006
Partners involved: UEHR
For the dissemination of the results of the project, apart from the Conference that
will be held in Athens at the end of the Project, UEHR has developed an official website
of the project via which everybody will have access to all necessary information about the
project. This website is updated in a regular basis and all the deliverables of the project are
fully accessible by everyone. The location of the project’s website is http://www.uehr.panteion.gr/equality/.
UEHR will be involved in this activity.
According to the needs of the transnational coordination of the project, two project meetings will be held: one on Rome and one on Helsinki. As it is mentioned above the meeting in Rome is going to take place before the analysis of data and in the meeting in Helsinki the National Reports in which all the findings among the three different research components of the Monitoring and Assessment Tool will be presented.
